Affordable housing in Algeria: policies, projects and expectations. The case of rental-sale housing in Algiers

Abstract
In recent decades, the capital city of Algiers has faced persistent pressure to expand its affordable housing stock. This study focuses on rental-sale housing in the newly developed suburban area of Sidi Abdallah, located near the capital. Built by the Housing Improvement and Development Agency (AADL), these units have provided thousands of middle-income households with the opportunity to purchase homes through structured payment plans. The study aims to analyse the development and financialization of rental-sale housing provision and to assess the quality and effectiveness of these housing units. The research methodology utilizes two surveys: one analysing rental-sale housing policies and government strategies, and the other assessing the impact of these projects on residents' well-being. The findings of this study contribute to a deeper understanding of rental-sale housing policies as a mechanism for improving access to affordable housing and supporting homeownership. By making homeownership attainable for middle-income households, these programs have helped individuals purchase new homes. As a result, rental-sale housing programs can enhance the effectiveness of public policies by involving various stakeholders in the shared goal of meeting housing needs. Additionally, they can promote homeownership and stimulate investment in affordable housing.
